Cassandra has B.S. from Towson University and J.D from the University of Southern California. Her years as an assistant in the legislative office at The Coca-Cola Company has imparted highly valuable research, adaptability and interpersonal communication skills. She brings a wide range of skills to PFF including creativity, problem-solving, team building, organizational and key critical thinking skills to the management of PFF.

Kevin S. Lacey President

Kevin is known for articulating Federal Financial ERP system concepts to re-engineer and improve business processes, train end users, and facilitate technology adoption and organizational system alignment. His expertise is in partnering with his clients to develop a road-map for the development and implementation of large scale business transformation programs, including training, communications, change management, leadership development, and team building. Kevin also works one on one with clients to enhance customer service and communication skills, and has provided sessions on leadership development and resource and people management.

PFF LLC has partnered with E4Logics to provide FY21 O&M support to the HHS Office of the National Coordinator (ONC) for a GOTS financial management tool. These tasks include the monitoring of system performance, system backups, system reporting, COOP Planning, data reconciliation between the tool and the HHS UFMS budget tool, the loading of financial plan data and helpdesk/onsite support and additional management and consulting services, as needed.

AFC Development Inc. provides comprehensive business solutions to the private sector and the federal government. We specialize in training solutions and leadership development; health and wellness services; and program management, operations and support.

Apprio, Inc. provides specialized program support and technology services for Health and Human Services (HHS), Department of Defense (DoD), and Homeland Defense. Our focus is to support federal agencies whose mission centers on saving or protecting human life – be it defense, preparedness, or emergency response. Apprio is ISO 9001:2008 and Capability Maturity Model Integration (CMMI) Level 3 certified.

Over the last 4 years, the PFF project team has partnered with Apprio in providing O&M, Help Desk Support, System Training, Financial/Budget SME analysts and Program management services. These include, but are not limited to:

  • Generating management reports, assessments, and recommendations for program activities, such as: FBIS reports, concur data, and payroll.
  • Providing assistance in developing and maintaining INCEP system records and performance data/metrics, such as: declines, process anytime, types of errors, and budget and fiscal year comparisons.
  • Providing assistance in the import and reconciliation of external reports to assist with reconciliation of external budget spending data to the spend plans contained within INCEP, as needed. Apprio will continue to sync commitment and obligation data from UFMS to INCEP, including travel and payroll as available.
  • Identifying inefficiencies in methods of operations, assist in the maintenance of appropriate checks and balances and validation procedures as necessary, and provide assessments and suggestions for efficiencies.
  • Performing administrative coordination, program management and progress tracking.
  • Drafting—for management review and approval–basic MFHC Program management documents, including operating procedures, multi-slide briefings, presentations, and other communication with stakeholders.
  • Interacting with government agencies and participate in relevant activities, including program tracking and scheduling
  • Provide Cleared Analyst for Surge Support to the ASPR SOC
